Update on Ontario PUPS Act and Consultation on Cropping, Docking & Dewclaw Removal


Ontario-based CKC members,

As you know, the Government of Ontario introduced Bill 159, Preventing Unethical Puppy Sales Act (PUPS Act), 2023, in December 2023, to prevent producers of unhealthy puppies (aka puppy mills) from proliferating in the province. If passed, the PUPS Act will amend the Provincial Animal Welfare Services Act (PAWS Act).

The Bill recently passed second reading and has been referred to the Standing Committee on Justice Policy. The Committee intends to hold public hearings in May and CKC plans to participate, to advocate on behalf of CKC member breeders and purebred dogs. We wish to ensure that responsible breeders are not unduly burdened by select provisions in the Act and to avoid “one-size-fits-all” regulations that may not work for all dog breeds and do not take into account differences across breeds, genetics, and health status.

CKC has been meeting and working with the Ontario Solicitor General’s office since Fall 2023 to relay our views and ensure that we have seat at the table to try to influence regulations. We participated in a consultation in January 2024, with the support of the Lions Foundation of Canada Dog Guides, and a canine reproductive and a CKC member preservation breeder expert.  

We have expressed our concerns to the government that select provisions in the PUPS Act would disproportionately and negatively impact accountable breeders and purebred dogs, and not the intended target: producers of unregistered and/or unhealthy puppies. We maintain that private record keeping, and mandatory permanent identification should be part of effective legislation/regulations and would permit the traceability of substandard producers without negatively impacting responsible breeders.

We will send another update in the future once we learn more about the Act and regulations as they take shape.


Consultation Regarding Cropping, Docking and Dewclaw Removal

As we mentioned in December 2023, the Ontario government plans to consult on regulations relating to tail docking, ear cropping, dewclaw removal and debarking under the PAWS Act. Preliminary stakeholder consultations are underway and CKC will engage our Ontario-based members in the coming few weeks, whose breeds may be impacted by potential regulations, for their feedback.

CKC continues to advocate on behalf our members and purebred dogs and will keep members engaged and apprised of our efforts in the days and weeks ahead.
