Members Encouraged to Provide Input on Proposed Regulations Re: PAWS Act by February 1, 2025


The Ministry of the Solicitor General is seeking feedback from the public on potential regulations regarding the sale and transfer of dogs in Ontario, record-keeping requirements and potential exceptions to puppy mill prohibitions under the PAWS Act. We encourage our members to review the proposed regulations and provide your feedback via Ontario's Regulatory Registry (ORR) using the Ministry’s feedback template or another format (e.g., letter in Word or PDF format) via animalwelfareconsultation@ontario.ca, which will be open for public comment until February 1, 2025.

When Submitting Your Feedback
We have provided guiding points to assist CKC members when making their submissions and to support our requests for exceptions to the Act. CKC will continue to work with the Ontario government to represent the interests of members and consult with our membership, in support of responsible breeders, and canine health and wellbeing.

Important Background Information
CKC has been meeting regularly with the Ministry of the Solicitor General and staffers since late 2023 to represent our members’ interests and provide input on the Preventing Unethical Puppy Sales Act, 2024 (PUPS Act) - an Act to amend the Provincial Animal Welfare Services Act, 2019 (PAWS Act), passed in June 2024, and the development of regulations to address unscrupulous puppy producers (aka puppy mills).

While CKC is in favour of measures that address unethical producers of dogs, we have consistently asserted that these regulations should not penalize accountable CKC member breeders. We have advocated that “one-size-fits-all” regulations do not work for all dog breeds and do not take into account differences across breeds, genetics, and health status.  In November 2024, we met with the Ministry to provide input and feedback on potential regulations. We remain concerned that the proposed regulations will disproportionately and negatively impact responsible CKC member breeders and have urged the Ministry to provide exceptions for CKC registered dogs and all purebred dogs under the Animal Pedigree Act.

The proposed regulations may negatively impact dog-breeding practices for many CKC member breeders, including:
  • Breeding a female dog for the first time before its second heat.
  • Breeding dogs and breeding a parent dog with any dog in one of their litter, or breeding sibling dogs.
  • Separating a puppy from its mother or substituting a mother before the age of 56 days (8 weeks).
