CFIA Announces New Measures That Will Prohibit Commercial Dog Imports from High-Risk Countries for Canine Rabies

As you may know, CFIA has announced that new commercial dog import measures will be implemented on September 28, 2022, to reduce the risk of introducing dog rabies (rabies caused by canine-variant viruses) into Canada. Although canine variants of the rabies virus are not present in Canada, there were two canine imports with rabies in the past year.

The new measures will prohibit the importation of commercial dogs (all ages) from countries considered high-risk for dog rabies. These measures will impact commercial dogs, including dogs for resale, adoption, fostering, breeding, show or exhibition, research, and other purposes. Import permits issued on or after June 28, 2022, will expire on September 27, 2022.

CDC implemented a temporary suspension of dogs entering the US from high-risk rabies countries in June 2021 and has since extended the suspension. CFIA will use the same list of countries considered high-risk for dog rabies as CDC.
 
The new rules regarding countries at high risk for rabies are not to be confused with the restrictions implemented by CFIA in May 2021, in which commercial dogs less than 8 months of age must meet new requirements such as a CFIA pre-approved quarantine facility (if importing by air) and a kennel of origin certificate. CKC recently provided an update on the May 2021 requirements for your review.

Although the upcoming measures related to commercial dog imports from rabies-positive countries will not impact the majority of CKC members who import dogs into Canada, we encourage you to review CFIA’s industry update for further details.
