Members Invited to Participate in Toronto Consultation Re: New Business Licenses for Pet Establishments


The City of Toronto is seeking feedback from pet care industry professionals regarding potential new business licenses for pet establishments, to enhance animal welfare, reduce nuisance concerns, and protect consumers. These include breeding* and boarding, grooming and training facilities, and pet/doggy daycares.

The City is considering whether to extend regulations similar to those required for pet shops, as well as implement new regulations for other pet-related businesses. The City is also looking to understand which key issues to address should this new license be introduced. City staff would appreciate your insights on the current state of pet establishments, your experiences with them, the scope and focus of proposed new regulations, and potential bylaw amendments.

CKC members who may be impacted are encouraged to attend the virtual consultation via Webex on Thursday, February 4, 2025, from 10:30 AM to 12:00 p.m. ET. Please register here in advance.

The City has informed us that feedback will help inform their staff, who will report back to the Economic and Community Development Committee in mid-2025. For more information, please contact LicensingReview@toronto.ca.  
 
*The City’s Zoning bylaw defines a kennel as a premises used for boarding, training or breeding of dogs, cats or other domestic animals. (Premises means the whole or part of lands, buildings or structures, or any combination of these) Note: A home occupation is not permitted to be a kennel.
