Norwegian Appeals Court Decision Re: English Bulldogs and Cavalier King Charles Spaniel


Following the Norwegian court’s ruling earlier in 2022 — which resulted in banning the breeding of English Bulldogs and Cavalier King Charles Spaniels — the Norwegian Kennel Club (NKK) appealed the judgment in the fall. In November, the Bogarting Court of Appeal ruled in favour of the Norwegian Kennel Club, citing that the breeding of English Bulldogs does not violate Section 25 of the Norwegian Animal Welfare Act. This was not the case for the Cavalier King Charles, for which a breeding ban remains. While pleased with the decision regarding the English Bulldogs, the NKK is disappointed by the judgment regarding the Cavalier King Charles. The NKK states that it may appeal the decision to the Supreme Court.

While it continues to be illegal to breed the Cavalier King Charles in Norway, the ban does not prevent one from owning or competing with this breed. Importantly, the ban will not prevent the breeding of unhealthy, unregistered breeds from unknown sources.

CKC maintains that banning the breeding of specific breeds does not serve as a one-size-fits-all solution for this complex issue. Breed clubs and breeders play an important role in promoting the health and welfare of all breeds, including brachycephalic breeds, through education, health testing and breeding advancements. CKC has been working on initiatives to support breed health improvement and we appreciate our collaborative efforts with stakeholders such as CVMA, IPFD and OFA to support this important work.
