Government of Alberta Amends Animal Protection Act


The Government of Alberta has updated the Animal Protection Act for the first time in two decades. Bill 22 – The Animal Protection Amendment Act passed in May 2026, introduces new animal welfare requirements relevant to breeders and other animal-related businesses. The Act has received Royal Assent and will come into force at a later date.

The Animal Protection Amendment Act introduces changes intended to strengthen animal welfare protections in Alberta, including:
  • Expanding the definition of animal distress beyond food, water, shelter, and veterinary care to include sanitation, safe living environments, adequate exercise or movement, the ability to express natural behaviours, and protection from conditions that cause prolonged fear, anxiety, or suffering.
  • Increased enforcement powers by expanding inspection authority for certain animal related businesses such as boarding and grooming facilities.
  • Strengthening penalties for serious offences by increasing maximum fines from $20,000 to $250,000 and the potential for jail sentences of up to 12 months.
  • Recognizing and enforcing animal ownership prohibition orders issued in other Canadian provinces and territories.
  • Introducing additional measures, including authority to issue corrective action orders and the creation of an offence for frivolous or vexatious complaints.
CKC is actively engaging with the Government of Alberta to ensure our members’ perspectives are represented as amendments to the Animal Protection Regulation are developed later this year. We will continue to provide updates to our members as more information becomes available.
